This Report on the audit of expenditure incurred by the Government of Orissa has been prepared for submission to the Governor under Article 151 of the Constitution. The Report covers significant matters arising out of the compliance and performance audits of various departments including autonomous bodies. Audit observations on the Annual Accounts of the Government would form part· of a Report on State Finances, which is being presented separately. The Report starts with an introductory Chapter 1 outlining the audit scope, mandate and the key audit findings which emerged during the year-long audit exercise. The audit of revenue receipts of the State Government is conducted under Section 16 of the ComptroHer and Auditor General's (Duties, Powers and Conditions of Service) Act, 1971. This! Report presents the results of audit of receipts comprising sales tax/value added tax (VAT)/ entry tax, taxes on motor vehicles, land revenue, stamp duty and registration fees, other tax receipts, forest receipts, mining receipts and other departmental receipts of the State.
